I know that with Amtrak, they operate in the prevailing local time. At
the time change to Daylight Savings Time, trains become an hour late,
and they'll try to make up the time at subsequent stations (many of the
schedules are "padded"...not sure if that was the case in the
"heyday"
of the trains during World War II or not). In going back to Standard
Time, trains are held back to be "on time", and not early.
Unfortunately, outside of the northeast corridor, and a few other
areas, Amtrak is at the mercy of the freight railroad dispatchers, and
many trains have been delayed by the huge volume of freight traffic in
recent months.
I heard someone say in a railroad forum that Union Pacific operates
all its trains on Central Time, since that's where their corporate
offices are (I think they're in Omaha, Nebraska).
