Computer would have brought it down faster since its Mode IV was inop. Why
do you think it was brought down?  For jollies?  The man made a mistake by
not thinking the whole problem out.  Something a computer is much more
likely not to do also.

ROE stated that you must have working mode IV.  What do you think they stated?
