It's a bit different here - accesses are logged and have to match
"official" requests such as DLICNO (driver's licence number
queries) from officers performing traffic duties - in turn logged as
official traffic stops. Uncorrelated usage is queried and people are
convicted of abusing the system from time to time, usually for supplying
details to private investigators etc.

... because it costs extra money to satisfy indivudual requests. Quite
properly, it's "user pays" instead of additional taxation.

I can find mine. I wouldn't expect you to find yours, you didn't pay for

Same reason as the census data. I happen to know the system behind it, it's
part of the Postlink system I worked on for 3 years. The fee is reasonable,
it appears to reflect only the actual cost.
