That was the problem, I knew the password, but I couldn't provide the 2FA code they were looking for (which would have been sent to an iOS device signed into my Apple ID) or a backup code (which was supposed to be saved in my password manager).  Since I didn't have either of those things, Apple couldn't/wouldn't help me.
