It looks at the moment like the victim stepped into the line of fire retrieving a kill without any kind of warning and, worse, was backlit by the sun near the horizon -- so much for orange vests. I've witnessed a couple of similar near-accidents on archery ranges where eager kids lept to retrieve their arrows before the marshal called clear. They weren't allowed back.
