I was using a validated v2.30 BW OLR but continued to have
problems reopening REP packets. I eventually gave up, tried MM
and was being tricked by the user-interface into deleting
packets. I gave up when WMcB said he liked it that way and
rewrote parts of ATP to suit my 'style' and have used it since
that time (some years now?). 

I do reopen REPs using MM when it is necessary. I just have to
do it SLOWLY to avoid answering 'yes' to "delete" prompts. :-)
