My analysis tends to a constant about 6 to 8 db too low, _unless_ the link is local, when it may leave it too high. Nasty work - and IMNSHO, not an accident in the slightest. Note that if the S/N isn't enough to maintain top speed, turning the tx level down is NOT a winner. The nobbled USR code almost always does.
