Dropping shields etc: Board me.  They drop shields to board.  You waylay
them.  Not so complicated.  Starfleet does not and will not fight like
that. So why should it limit the options of people that aren't starfleet?.

Another option: Spacesuits and Hard Vaccumn.  Think outside the box.
