I worked for ten years at a daily newspaper, and they had fat phone
books called reverse directories, which they used when checking phone
numbers for proper names. But they guarded them closely. Do you have
any friends at your local phone company? ;-)

In B.C., you can dial 1-800-555-1313 for "Name That Number", enter a phone
number, then a recording will tell you (if possible, and perhaps only in
the Vancouver area) what person or business is associated with that
number. But at 50 cents per use, it could get expensive with a lot of
numbers to track down.
Incidentally, I used that service when my RESIDENTIAL number was dialled
repeatedly after midnight, by some junk-faxing program. I was able to
sic BCTel on the offender.
