THE Human Rights Act has become a "charter for chancers and makes a mockery
of justice", Tory leader Michael Howard said yesterday.

Mr Howard said the 1998 Act "rewards the lawbreakers".

He told his party's Scottish conference: "What about the rights of the
majority who wish to see decency upheld, who want killers to pay the price
for their crime and prisons to remain places of punishment?

"Mr Blair's so-called Human Rights Act has led to more costly litigation,
more claims for compensation, and eroded the sense of fair play on which all
justice depends.

He added: "The politically correct regime ushered in by Mr Blair's so-called
Human Rights Act has turned the principle of fairness on its head."

Mr Howard listed several crazy results of the law.

There had been a 40 per cent rise in LIFE PRISONERS freed on parole.

An ARSONIST'S expulsion from school was reversed because it breached his
"right to education."

A convicted serial KILLER was given hard PORN in jail because of "his right
to information and freedom of expression".

And gipsies are allowed to remain on UNLAWFUL sites because of their
"right"
to family life.

His attack follows a Sun campaign to stop lawbreakers using the Act to gain
advantages over law-abiding people.

Mr Howard argued that the Act offered NO protection for the most important
rights.

He said it had been the House of Lords which had protected the right to
trial by jury, and Parliament had stopped Mr Blair's plans for detention
without trial and excessive ministerial powers.
