Well I guess its our job to spread the word.  I think we should all look at 
our Board of Review program, as well as the Scoutmaster Conference.  It seems 
that there may be confusion between the two.
The Scoutmaster has the responsibility to determine that the requirements 
have been met, and then he approves the scout to go before the B of R.
The B of R. was never intended to be an exam!
