1. What's the "borders" part of "bases and borders?" 
Was there a border around Dien Bien Phu?  Gloria?

2. How does a walled-off |fire|base keep the Shia from attritting the Sunni
down to a smoking heap?  Doesn't that approach have near-zero political
force?

(I swear, I may have attitude, but the above are possibly naive but genuine
questions.  I have no agenda.  I am also Barney and the yellow Teletubby.
But you get the idea.)
