The ECUs fitted to Audi turbos since about 1980 have been built in mu-metal cases - you'd have to hit the vehicle wiring and take out either the flywheel tooth sonder or the TDC sender - both produce pretty massive signals already and their cables are shielded. It's hard to imagine a technology that could do that and not be a danger to every pacemaker or cochlear implant for several blocks. And what if there's a hostage in the car?
