my Mother mentioned this one to me, as I have RLF/ROP.

You will find a number of us with it, particularly people born between the
late 1940's and mid 1950's.
I had some vision up until 1989, when I was 35. I never had as much as you,
about 20/2800 or so.
Most people apparently have a fair amount, or none. I have never heard of a
situation like yours, although it may be more common then I know, as I am not
an expert.
It is not considered to be a stable eye condition, and it sounds like many of
us loose vision in our 30's.

Well, most of us in the NFB come to regard ourselves as blind, even if we
have some vision. It ultimately seems easier that way. I know it was for
me.
