Some brands are capable of having their Tx levels physically set as high as
-9dBm, but that can actually be detrimental under certain conditions.  It's
best to let the modems sort it out amongst themselves IMO.  I think you
might find that they have a much better idea than you of what levels they
should be using than you do.  :)
