A passenger jet on a commuter flight had to make an emergency landing at a
military airbase late last night because of smoke in the cabin. So far, so
good. But the replacement aircraft was not allowed to land there because
the CAA requires individual approval for scheduled services landing at
non-CAA controlled airfields, and there was "some delay" in
getting this approval.

Unhappily for the CAA, several Members of Parliament (Government Ministers)
were on the flight. On hearing of the delay, one of them called the
Minister of Transport Safety who rousted CAA officials out of bed to deal
with it.

I inagine there were some unhappy people at the CAA today - imagine what
would happen to you if several of the layers of managers above you were
woken in the middle of the night to deal with a situation you had failed to
handle with common sense.
