Actualy, I believe it was 1/4 impulse.

I believe "clearing one's throat" covers that description. ;)

I interpret that as Spock descretely attempting to bring Valeris'
"defiance" to her attention, i.e., having the audacity not only to
contradict the orders of her CO, but to "remind" him of regulations as
well. That's my take on it, anyway. Oh well...
