   And like any technology, there's no technology reserved solely for the
"good guys".  It's only a matter of time until the bad guys would
get one of these and start robbing/carjacking by disabling vehicles.   Such
an EMP
large enough to disable the vehicle, would probably disable cell phones, etc.

   So while it sounds like a good solution to safely stop runners, the
public might not end up better off when considering the whole picture.
