-> The Unitary Executive theory espoused by the previous administration -> is as you say, but they also contended that under that theory the -> Executive Branch was supreme, could rule by 'Executive Order,' and -> need not consult or pay attention to either of the other two -> branches. There was no claim that I am aware of that the executive branch was supreme over other branches, only that it was supreme as far as its delegated duties WITHIN the constitutional separation of powers. Presidents have been making executive orders for a few centuries.
