The trouble is that people wanting to steal stuff, want to have it working
when they get it, a car or phones with a fried electronic system don't sell
too well.

They have to be very careful where they set an EMP off, too much
infrastructure can be effected...

Spikes and roadblocks are SO much more friendly to everyone else...
