Another memo from England fully explains the Iraq Invaion.  

W told Blair in January 2003 that the search for WMD was not working 
out.  As such, he was going to need some other excuse to invade.  One 
of W's ideas was to paint a U2 with UN colors and get Saddam to shoot 
it down.  

W manipulated not just the collected intel, but he even tried to 
influence what would be collected.  A illegal was was fought because 
W needed to be a "War President" for his legacy.
