Not even close.  It went through a thorough examination of what is and is
not considered torture, including consulting the US Senate debate on
ratifying the torture convention and looking at court precedents that
related to the concept.  You have no idea what they did or said, and you
don't seem to care.  Must be comfortable there in your bubble.
