One of the biggest mistakes was letting, actually forcing, the entire 
Iraqi army dissipate.  As one of the more astute people, who was 
villified for it, stated:  "We just created 400,000 new enemies."  

The same held true to the elimination of the Baathist Party.  Virtually 
every school teacher was fired.  As it was, enrollment of teachers in 
the Baathist Party was required by Saddam.  Further, the middle mamagers 
that ran the country were in a similar position.
