The Pentagon plan was to include the Iraqi army. The pentagon
had extensive plans for after the takeover. Rumsfeld threw them
all out.
The first Iraq administrator, former general Jay Garner, planned
to hold an election as soon as possible after the takeover.
Rumsfeld fired him before he even unpacked.
Lay the blame for the failure of the post invasion
administration of Iraq at the feet of Rumsfeld.
