Wrong again.  You would have known better if you had simply finished
reading the sentence!  "It went through a thorough examination of what is
and is
not considered torture, including consulting the US Senate debate on
ratifying the torture convention and looking at court precedents that
related to the concept."  They didn't REdefine it.  They looked at the
extant definition.
