It was the STATE Dept. of Homeland Security (with is not a
"branch" of the federal agency by the same name) which
specifically ordered the Red Cross to stay out because Blanco didn't want
the Dome to become a "magnet" for more refugees. The mean white
(Democratic) governor trapped all those people of color without food or
water.
