Indeed, a problem decades in the making, nothwithstanding the fact that
Bush's administration spent more in five years on what SHOULD have been
remedial work on flood control than Clinton did in eight, and in both cases
most of the money was diverted by the state and local governments into
other pet projects only remotely related, in many cases, to "flood
control."
