It reiterated the Bush position that the United States will not tolerate torture. It examined the language of the torture statute and the existing court precedents on what constitutes torture. And it then specified limitations on various interrogation methods - right down to the exact temperature of the water and of the room for water dousing - in order to avoiding any action that would be legally guilty of torture.
