Remember too that Karl Rove was in the hospital at the time. He's the
political brains behind the operation and wasn't there.  It appears that W
isn't the most pro-active of Presidents, and so was content to ride bikes
with Lance Armstrong until told to do otherwise.

As soon as Karl was back the Potemkin Presidency was on full display, from
the firefighters co-opted for PR duty to the portable generators bathing
Jackson Square and the St. Louis Cathedral in a halogen glow as a backdrop,
and the city which went dark again just after Bush left.
