Just the lawyers, except for Haynes.  The administration - including Haynes -
kept the whole thing away from the JAGs of all of the services.  Addington,
Yoo, Bybee, Haynes et al. did not consider the JAGs to be trustworthy (read:
they'd raise all sorts of perfectly valid legal and Constitutional objections to
what the administration was up to).
