Because in this case there were no experts who thought it could not happen.

In this case, it wasn't a single "expert" who got it right, it was
*all* the experts that got it right.  As you said, this has been in
the making for decades, for so long thatno one in their right mind would
have discounted the possibility.

Your insistence that Bush got conflicting advice re the New Orleans levee
system pre-Katrina simply makes you look like a mindless Bush supporter,
which I know you not to be.
