From my limited knowledge on the subject, MSVPC is the only VM that can run
OS/2 completely "native" because it's based on the original
Virtual PC for OS/2.  MS bought the company that developed that product
(the name escapes me now) and that's why their product works.  IIRC, it's
because OS/2 uses some archaic system calls that only VPC supports.

Again, that's just based on limited knowledge; I'm sure there's a -lot-
more to it than just that.
