Although there are cheaper undercover antennas, they all are more expensive
than a standard 1/4 wave, with a NMO coax kit.
I have done a bunch of federal govt cars, and the ones that used UHF, I 
used to mount a pie plate under the rear deck, fastened to the underside.
Before I fastened it, I would mount a NMO 1/4 wave UHF antenna, and stick
the antenna through a small hole in the rear deck.
Then, put a hat on the rear deck, over the antenna!
Worked great!
