Try adding a carot  ^  between the D and T   ie: ATD^T  (assuming use 
use dial tone) in your dial string.
It turns off calling tones.
This will only work if the remote modem is answering but you never 
achieve a connect!

I have a E34F and have had problems connecting to V.34's made by 
Maestro...
If you listen to this particular fault, the modems get into this 
'warble-warble' (not the 'boing-boing') state and eventually give-up!

As for not getting 28.8, that means nothing. Depending on your line, 
noise, compression used by Telstra, you may only get 24k!
