A friend's wife was so scared of tornados that he bought a new concrete
septic tank of at least 1000 gallon size, dug a hole, lined it with plastic,
and buried the tank. He might have coated the outside of the tank with some
sort of waterproofing, too. The entrance was above-ground, in fact the tank
was only a bit more than half-buried, there was a mound over it.
This could be made into a "root cellar", thus serving a dual purpose,
especially for Home Power folks who depend on this sort of food preservation
in lieu of refrigeration. Septic tanks are relatively inexpensive, and
there's any number of people who install them in most areas.
