Once again, there were already plenty of feds working both in and around
New Orleans and the Gulf Coast at the time, so she could not have been 
interested in history judging her to be the Superwoman who did not need
federal help.

I'm not sure why she dithered over whether or not to put the Lousiana
National Guard under the command of the US Army, but your explanation
doesn't hold water.
