No, Gary, she wasn't trying to decide "whether she wanted federal
help".   She had that from (at least) FEMA, the Coast Guard, and the
Corps of Engineers. Here are some details:

She was trying to decide specifically whether to federalize the Louisiana
National Guard.  That decision took longer than it should have but in no
way matches your mischaracterization, which reveals that you are either
(most likely) ignorant of the details or  willing to shade the truth to
support your political viewpoint.
