No not wrong.  You just don't understand the difference between
preparedness and damage assessment.  Let me explain:  the former happens
(or should) before the fact, while getting ready for an event. The latter
happens later, after the event has occured.  Got it now?

I've already conceded that Blanco was just as wrong in her damage
assessment as the Bushies were in their pre-invasion WMD hysteria.

For the last time, you will not find a single Bush advisor who did not
think that levee failure was a possibility.
