The videos show him promising local and state authorities that FEMA had every base covered and any required resources would be made available as soon as they were needed. FEMA did the same thing during the Hurricane Pam exercise, glossing over every difficulty that arose by declaring that they (FEMA) would take care of it. That's why state and local expectations of federal help were so high during the early days of the flooding.
