charging out of
 state citizens much much more.

and the surpreme court agreed with the state of california, when there was
a case from unhappy legal out of state students complaining about the gross
inequality.

The Surpeme Court made it worse with Plyer v Doe (1982) which forced an
unfunded mandate to have us educate illegal children in k-12 which led us
to this DREAM act mess.
