If you have money coming in to prop up other areas of your economy, national
defense, etc., it is a lot easier to spend money on other things. I am
inferring that, without these things, there would only be one Korea and that
would be a Korea controlled by the leadership of the North. North Korea is not
anyone's standard of good medical practice.
Please explain why you feel that foreign aid, and not being united under the
regime of the North, has nothing to do with their ability to handle what is
going on.
