YEah I know, and they're a powerful voting bloc.

I can understand the higher cost of tuition for out of state residents you
alluded to, and could relate to even the
giving a guy with a disadvantage an extra boost, whether
that be in providing good health care or quality education.
Just let's be sure we take care of our own, whether they
entered through the door or were born here, either way,
they're our own.  When we get that part down to where the
legals and the citizens aren't turned away from our medical
and educational institutions then by all means, let's do
anything we can to improve the standard of living for those
less fortunate than ourselves.  After all, we all win in the long run that way.
