Why not?  Bush very often (always?) praises the incompetent political hacks
he appoints to positions in which they have no experience and no chance of
succeeding.  After all, he praised "Heck of a job" Brownie long
after it was obvious to anyone paying attention that Brown was, like New
Orleans, swamped.

Speaking of which, what the hell is an abstinence czar doing coordinating
an interagency disaster relief task force?
