It looks for these files 
 
x:\OS2\INSTALL\SYSLEVEL.OS2 
x:\OS2\INSTALL\SYSLEVEL.GRE 
 
Just copy them to a floppy, reformat the drive, create the directory 
x:\OS2\INSTALL aand copy the two files from the floppy to that 
directory.  The upgrade install should run flawlessly.
