 Not so.  The white race didn't shorten their supply of neurotransmitters and 
other chemicals.  The Native Americans did not develop the chemicals used to 
metabolize alcohol as other races which used it for centuries have.  That is 
why it is so devastating to them. 
 Alcoholdehydrogenase, to be exact.
