Only Phil's actually believes that what happened in Saddam's Iraq was in
accordance with the constitution. He probably also believes that when
Saddam received 99.8 % of the votes it was free and fair.  Next Phil will
quote the parts of the USSR Constitution that talk about Freedom of
Religion and tell us how great it was there.
