That's strange...  I regularly go in and out of BW and back to the reply
packet.  Haven't had a problem ever with the second (or subsequent) time
grunging the .rep, in fact, once I might* have had the opposite. 
Recently, I was having trouble uploading a .rep and finally gave up on
it for the evening.  Got off the bbs, went back into BW, re-opened the
reply packet, just to see what was in there, came back out.  And the
next day that same packet uploaded just fine.  Don't really know if it
was the packet or the bbs, really, as I left a note for the sysop, and
he might have fixed something on his end, too... :)

Only difference I see between my case and yours is that I'm strictly in
DOS, and you appear to be using Windows?  Don't know any reason why that
would make a difference, though.
