If this is the driver I think it is, there is somewhere in the config
that you can change the way this driver uses interupts.  If configured
improperly, it can slow down a comm program.

What have you got the port speed set to?  Be sure it is at least 38600.
Confirm Buffer sizes set to 24/8, flow control to CTS/RTS.
WAIT!!!!!!  Are you getting transfer rates of around 1600 CPS?  Is so,
then there is really no problem -- your modem is reporting DTE and
Telix is calculating the efficiency based on that instead of on the DCE.
Just add S95=47 to the above init string.
