Another that might fit the bill is Vivaldi - there is not a Debian ARM
download for it. Not previously mentioned because its not really
lightweight, but now the OP has upped the requirement from 'lightweight'
to 'must render graphical websites correctly', it would seem to be in
scope. Its an Opera replacement - from the same people.
I looked at it some time back - seemed to be fairly quick but I couldn't
get on with the options it offered for scaling on-screen text, but ymmv.
