Has it not yet occurred to you that your phone lines are probably the cause
of your less-than-optimal connects?  To settle this argument once and for
all, drop into on-line command mode during one of your poorer connect
(+++), wait for the OK response, then type ATY11.  Return on-line with
ATO2, which will force a retrain (this generally improves your current link
rate).  Capture and post the resulting frequency/line level chart, and all
will be revealed.

Additionally, directly following said call, issue ATI6I11 and post those
figures as well.  If your S/N ratio is less than say 38db, it ain't the
modem which is at fault.  There's not much point in having USR's wonderful
link diagnostics screens if you're not going to make use of them.

Apart from the occasional outbound call where you may need to disable the
V.42 detect phase, or the 3429 symbol rate (notably with some Hayes V.34
modems), a simple AT&F1&K0 is still the optimal init$ for the
Dynalink with dodgy BTLZ.
